Current EU commitments to 20% emissions cuts (based on 1990 levels), rising to 30% if a strong global deal is agreed, are simply not enough.

The target for the EU needs to be at least 40% if we want to avoid the danger level of a 2°C rise in global warming. Please write to Gordon Brown using his CAFOD action asking him to put pressure on the other EU leaders to sign up to the required 40% emissions reduction.

Write to Ed Miliband demanding 40% reductions

The UK needs to commit to a minimum of 40% emissions reductions (based on 1990 levels) to stand a 50:50 chance of avoiding global temperature rises exceeding the danger level of 2°C.

Use Friends of the Earth's action to write to Ed Miliband, Secretary of State for Energy and Climate Change, to demand the UK commits to at least 40% reductions and puts up more money to help those people who will be hit first & worst by the effects of climate change.

Speaking on the outcome of the UN summit on climate change in Copenhagen, Mike Robinson, Chair of Stop Climate Chaos Scotland said:

We needed commitments of money, ambitious targets and a legal framework to underpin it all. So far we have none of these. We have a vague promise of half the money that is required by 2020, inadequate targets which the UN has confirmed will add up to a minimum 3°C increase in global temperatures, and no legal framework. What’s worse, we don’t even have a timetable to sort it out. It’s hardly the leadership we had all been hoping for and we have a right to be disappointed.

After Obama’s private press conference the world thought they knew what had been agreed and that became the story in the global media. But the conference was not actually over for another 20 hours and the delegates came back together to decide that, actually, they didn’t want to adopt the document now known as the Copenhagen Accord. A number of countries complained about the big countries stitching up an agreement between themselves and subverting the UN process.

As world leaders walk away from the UN climate change talks in Copenhagen (COP15), a watered-down accord was accepted by the Conference of the Parties on Saturday morning. The accord which was largely brokered between the USA, China, South Africa, India & Brazil recognises the scientific necessity of keeping global temperature rises to no more than 2°C, but contains no tangible commitments to reduce emissions to achieve that.

Commenting on the conclusion of UN climate summit in Copenhagen today, the UK based coalition Stop Climate Chaos (SCC), which organised The Wave – the world’s largest demonstration for action on climate change in London, said:

The challenge at Copenhagen was to deliver a new, binding and fair programme of international action to keep global warming as far below the danger threshold of 2 degrees C. There has been a gross failure to achieve this and the fault lies squarely with the industrialised countries. They have not pledged sufficiently deep and rapid cuts in emissions, nor offered enough finance to assist developing countries. Given the threat that humanity and the world’s ecosystems face this is unforgiveable.

It defies comprehension that, confronted by the greatest danger that humanity has ever faced, our political leaders are trying to pass off a dismal, so-called political declaration, as progress. This deal will not prevent catastrophic climate change.

Millions across the globe mobilised to give our leaders a clear mandate to act decisively. Their collective response has been dire and utterly irresponsible. We will not rest until we have pressured our leaders to show the political courage and vision necessary, in the short time left, to pull us back from the brink of disaster.

Barack Obama's big speech today failed to commit the USA to anything more than they had previously signed up to, although you might not have noticed from his language, "we can act boldly, and decisively".

The 'twittersphere' seems to be reflecting that one of the favourite quotes of the proceedings came from Chavez earlier in the week where he railed against the capitalist countries, stating that, 'if the climate were a bank it would have been saved already'.

Yesterday only 300 NGO people were allowed into the Bella Center. Several NGOs tried to sit in overnight. The last two WWF people were extracted from their hiding place in the gent’s loos around 5am.

I spent the day elsewhere, first in an office WWF had been lent and then in the evening in an ex-cattle market which is now an art gallery and meeting space. When I arrived it was lit only with candles and people were singing songs about the planet. It got a bit more business like but the internet kept breaking.

While the day began in a deadlock with some officials saying they'd given up on reaching a deal that worked for the G77-China countries and the richer nations, surprisingly the US were instrumental in 'building bridges' for a reconciliation. Despite their current run of 3 Fossil of the Day awards in a row for being the country most hindering the talks reaching a fair, effective and binding deal, Hillary Clinton today (17th) announced that they would contribute to the creation of a $100bn fund to help poorer nations deal with the impacts of climate change.

This will be my last message from Copenhagen. As of Tuesday, NGOs were being restricted to around 20 of their planned numbers to the Bella centre, the queues are extending and movement around the centre is getting more and more difficult. As is movement around town as demonstrations (and in one case, a bomb scare) clog up the City. This must be a frustration to ordinary Danes who have extended extraordinary hospitality to the Conference and have laid on a very sizeable activist conference at tax payer's expense as well as many cultural events of all types.

Wednesday started with braving the beefed up police presence and the snow to spend 90 minutes giving out more of our lovely Scotland badges, with colleagues from SCIAF. Again lots of people had heard of our 42% by 2020 target and most of those who had not were impressed. A good number of Americans and Australians took a badge and said: "Yes, I’m Scottish."

It is remarkable how popular you become when you have bottles of whisky to give away. Stop Climate Chaos Scotland had some whisky specially created to celebrate the Scottish climate change act. It is called 2020 and is 42% alcohol and both Sam and I have spent too many hours fighting with the UN bureaucracy trying to get some of it into the Bella Center. A battle we finally won yesterday.

Today has been a rollercoaster of activity at the UN talks in Copenhagen, but unfortunately still a depressing lack of progress.

In the morning 100s of activists tried to get in to the Bella Centre, where the talks are being held. They attempted to bridge a moat next to the centre with giant inflatable lilos. The police responded fiercely wielding batons and with the liberal use of pepper spray. Several people were subsequently treated for head wounds and for the effects of tear gas, and a further 250 arrests were made.

There was double chaos at the Bella Center yesterday. At the negotiations the African grouping decided that the industrialised countries were not serious about a new phase of the Kyoto Protocol, the only legal instrument that can set targets for those countries. They refused to take part in other formal talks until this was resolved and so many hours of toing and froing by the UN secretariat ensued until everyone’s nerves were calmed and things got going again.

Sunday was spent exploring the remains of Viking longboats in Rosskilde, fascinating but hard to connect to Climate Change. The evening though was taken up - 4 hours of it - with attending a strategy meeting for a major NGO. So watching how a major NGO organises, playing my small part and attending the presentation for a new NGO take up this blog.

The focus of today's negotiations at the UN COP15 climate talks in Copenhagen has been split between the G77-China countries, Canada and the USA.

Around lunchtime representatives of the G77-China countries (the poorer or 'developing' nations, but also including major economies China & India), walked out on the talks accusing organisers of trying to reach a deal behind closed doors. G77-China chief negotiator Lumumba Di-Aping explained why the bloc had taken the decision to withdraw its co-operation:

"It has become clear that the Danish presidency - in the most undemocratic fashion - is advancing the interests of the developed countries at the expense of the balance of obligations between developed and developing countries," he told BBC Radio 4's The World at One programme.

Despite my clear need to find out a lot more about what's going on, today had to be the day of demonstrating. An early breakfast and a trip down to near the Klima centre saw a large gathering of the Climate Justice group. Yes, there are many blocs within the NGOs here, a somewhat depressing return to tribal roots. In this group Friends of the Earth figures prominently. They had agreed that after The Wave in the UK, this would be the flood. There were certainly plenty of people in uniform blue: two shades!

It had been a wet and windy evening, but even the dismal weather could not shade the drama of Cologne cathedral just next to the station. The after dinner surprise was to find that I was to share my compartment with 4 women and one unknown who was to take the sixth bed at 1am.

Over the two weeks of this conference Copenhagen has been renamed Hopenhagen. Everywhere you go the signs and banners hang from buildings or wrap around buses. Hope though does not leap from advertising banners but must have foundations in the actions of leaders. As this conference progresses huge steps need to be made if this word is to resonate with the millions whose lives are threatened by climate change.

EU announcement on climate finance

Commenting on the conclusion of the Council of European Heads of State today, the UK based coalition Stop Climate Chaos (SCC), which organised The Wave - the world’s largest ever demonstration for action on climate change in London last Saturday, said:

This sounds like a step forward by the EU - provided that the EU is not robbing desperately needed aid budgets to meet its moral obligations to help poor countries tackle climate change. However, although such short term financial sticking plasters are important, the EU is still failing to get on track to provide its full share of the $150 billion per year that will be needed by 2020 - at the very latest, to fully support developing countries.

Unless the money is put in place to help the most vulnerable, millions of people - entire communities - are at risk from threats to food production, agriculture and water supplies. Poor countries cannot cope with this on their own. The longer we delay the worse the impacts will be and the higher the eventual cost.

It’s perhaps a sign of man's ability to adapt to new environments that having only been in the COP15 world for less than 24 hours I’m now striding about as if I’ve been hear for days. Rushing from one plenary meeting to a side event and onto a press conference, only pausing to top up my bottle of water (it’s thirsty work) or grab an apple from the guy selling them from his bike.

My first encounter with Copenhagen public transport was slightly surreal. It turned out my driver was a big fan of Take That and my first trip to the other world that is the conference centre was accompanied by him and Gary Barlow blaring out of the radio. Not really the soundtrack I would have chosen to play over my introduction to the beast that is COP15 .

Stop Climate Chaos Scotland has sent a delegation to Copenhagen to promote the Scottish Climate Change Act as an example of ambitious climate change legislation that should be followed by other rich countries.

Dr Sam Gardner, Co-chair of our Policy and Advocacy Group will represent us during the first week of the talks (7th - 12th Dec), followed by SCCS Board member, Dr Richard Dixon, during the second week (12th - 19th Dec).

Doncaster rallies Miliband in Climate Justice - Climate Care

Doncaster played host to a successful Climate Change Rally last Saturday (11th July), organised by members of the coalition including CAFOD, Tearfund, Christian Aid, Operation Noah and Doncaster Minster.

Over 400 people joined the climate change march. Donny the Dog, Doncaster Rover's lucky mascot, clowns, school children, factory workers and local groups of social justice organisations made a spectacle parading through the town centre on Saturday morning.

It's been a long time since there were polar bears at London Zoo, but the famous attraction still houses many other species which are threatened by the effects of climate change. So I can't help but wonder whether this fact registered with Gordon Brown (himself an endangered species) as he stood up at the zoo to present his blueprint for a global climate
action plan.

CAFOD: Climate change is an issue of justice

CAFOD's climate change campaign launched on March 12th. The campaign focuses on climate justice, calling for a fair deal at the UN talks in Copenhagen this December, which puts poor people at its heart, tackling the causes of climate change, as well as supporting those already experiencing its effects.

NUS is delighted to join Stop Climate Chaos, many of our members already play a crucial role in the fight against destructive climate change from a local level right up to campaigning on a international scale. We have fewer than 100 months to reverse the growth in global carbon emissions, otherwise global warming will almost certainly exceed the danger threshold of 2 degrees C. The most important international talks in the history of humankind will take place at the UN Climate Change negotiations in Copenhagen this December. COPENHAGEN, Denmark, 8 October 2008 – The voices of children from all over the world convened to make themselves heard in the international climate debate earlier this week, as UNICEF Denmark and the municipality of Copenhagen hosted a preview of next year's 'Children's Climate Forum Copenhagen 2009' (CCFC 09). The event, held at a public school in Copenhagen, offered an advance look at CCFC09 to the Danish and international media.
