 <description>&lt;p&gt;Current EU commitments to 20% emissions cuts (based on 1990 levels), rising to 30% if a strong global deal is agreed, are simply not enough.&lt;/p&gt;
&lt;p&gt;The target for the EU needs to be at least 40% if we want to avoid the danger level of a 2&amp;deg;C rise in global warming. Please write to Gordon Brown using his CAFOD action asking him to put pressure on the other EU leaders to sign up to the required 40% emissions reduction.&lt;/p&gt;

&lt;p&gt;After Obama’s private press conference the world thought they knew what had been agreed and that became the story in the global media.  But the conference was not actually over for another 20 hours and the delegates came back together to decide that, actually, they didn’t want to adopt the document now known as the Copenhagen Accord.  A number of countries complained about the big countries stitching up an agreement between themselves and subverting the UN process.&lt;/p&gt;

 <title>Conclusion of UN COP15 climate summit (press release)</title>

 <description>&lt;p&gt;Commenting on the conclusion of UN climate summit in Copenhagen today, the UK based coalition Stop Climate Chaos (SCC), which organised The Wave – the world’s largest demonstration for action on climate change in London, said:&lt;/p&gt;
&lt;blockquote cite=&quot;&quot;&gt;&lt;p&gt;The challenge at Copenhagen was to deliver a new, binding and fair programme of international action to keep global warming as far below the danger threshold of 2 degrees C. There has been a gross failure to achieve this and the fault lies squarely with the industrialised countries. They have not pledged sufficiently deep and rapid cuts in emissions, nor offered enough finance to assist developing countries. Given the threat that humanity and the world’s ecosystems face this is unforgiveable.&lt;/p&gt;
&lt;p&gt;It defies comprehension that, confronted by the greatest danger that humanity has ever faced, our political leaders are trying to pass off a dismal, so-called political declaration, as progress. This deal will not prevent catastrophic climate change.&lt;/p&gt;
&lt;p&gt;Millions across the globe mobilised to give our leaders a clear mandate to act decisively. Their collective response has been dire and utterly irresponsible. We will not rest until we have pressured our leaders to show the political courage and vision necessary, in the short time left, to pull us back from the brink of disaster.&lt;/p&gt;

Friday 18th December 2009&lt;/p&gt;
&lt;p&gt;Yesterday only 300 NGO people were allowed into the Bella Center.  Several NGOs tried to sit in overnight.  The last two WWF people were extracted from their hiding place in the gent’s loos around 5am.  &lt;/p&gt;
&lt;p&gt;I spent the day elsewhere, first in an office WWF had been lent and then in the evening in an ex-cattle market which is now an art gallery and meeting space.  When I arrived it was lit only with candles and people were singing songs about the planet.  It got a bit more business like but the internet kept breaking.&lt;/p&gt;

Despite their current run of 3 Fossil of the Day awards in a row for being the country most hindering the talks reaching a fair, effective and binding deal, Hillary Clinton today (17th) announced that they would contribute to the creation of a $100bn fund to help poorer nations deal with the impacts of climate change.&lt;br /&gt;

&lt;p&gt;This will be my last message from Copenhagen. As of Tuesday, NGOs were being restricted to around 20 of their planned numbers to the Bella centre, the queues are extending and movement around the centre is getting more and more difficult. As is movement around town as demonstrations (and in one case, a bomb scare) clog up the City. This must be a frustration to ordinary Danes who have extended extraordinary hospitality to the Conference and have laid on a very sizeable activist conference at tax payer&#039;s expense as well as many cultural events of all types.&lt;/p&gt;

&lt;p&gt;Wednesday started with braving the beefed up police presence and the snow to spend 90 minutes giving out more of our lovely Scotland badges, with colleagues from SCIAF. Again lots of people had heard of our 42% by 2020 target and most of those who had not were impressed. &lt;p&gt;It is remarkable how popular you become when you have bottles of whisky to give away.  Stop Climate Chaos Scotland had some whisky specially created to celebrate the Scottish climate change act.  <description>&lt;p&gt;Today has been a rollercoaster of activity at the UN talks in Copenhagen, but unfortunately still a depressing lack of progress.&lt;/p&gt;
&lt;p&gt;In the morning 100s of activists tried to get in to the Bella Centre, where the talks are being held. They attempted to bridge a moat next to the centre with giant inflatable lilos. The police responded fiercely wielding batons and with the liberal use of pepper spray. Tuesday 15th December 2009&lt;/p&gt;
&lt;p&gt;There was double chaos at the Bella Center yesterday.  At the negotiations the African grouping decided that the industrialised countries were not serious about a new phase of the Kyoto Protocol, the only legal instrument that can set targets for those countries.  They refused to take part in other formal talks until this was resolved and so many hours of toing and froing by the UN secretariat ensued until everyone’s nerves were calmed and things got going again.&lt;/p&gt;

 <description>&lt;p&gt;The focus of today&#039;s negotiations at the UN COP15 climate talks in Copenhagen has been split between the G77-China countries, Canada and the USA.&lt;/p&gt;
&lt;p&gt;Around lunchtime representatives of the G77-China countries (the poorer or &#039;developing&#039; nations, but also including major economies China &amp;amp; India), walked out on the talks accusing organisers of trying to reach a deal behind closed doors. G77-China chief negotiator Lumumba Di-Aping explained why the bloc had taken the decision to withdraw its co-operation:&lt;/p&gt;

&lt;p&gt;Despite my clear need to find out a lot more about what&#039;s going on, today had to be the day of demonstrating. An early breakfast and a trip down to near the Klima centre saw a large gathering of the Climate Justice group. Yes, there are many blocs within the NGOs here, a somewhat depressing return to tribal roots. In this group Friends of the Earth figures prominently. They had agreed that after &lt;a href=&quot;/the-wave&quot; title=&quot;The Wave&quot;&gt;The Wave&lt;/a&gt; in the UK, this would be the flood. There were certainly plenty of people in uniform blue: two shades!&lt;/p&gt;

It had been a wet and windy evening, but even the dismal weather could not shade the drama of Cologne cathedral just next to the station. Monday 14th December 2009&lt;/p&gt;
&lt;p&gt;Sunday was a day of planning, with an incredible seven hours’ worth for the international Climate Action Network.  We had several frank assessments of where each of the key issues are at in the negotiations and which key countries are good, bad or indifferent on each of these.  We also looked at how we would respond to the different possible outcomes this Friday or Saturday.&lt;/p&gt;

&lt;p&gt;Over the two weeks of this conference Copenhagen has been renamed Hopenhagen. Everywhere you go the signs and banners hang from buildings or wrap around buses. Hope though does not leap from advertising banners but must have foundations in the actions of leaders. As this conference progresses huge steps need to be made if this word is to resonate with the millions whose lives are threatened by climate change.&lt;/p&gt;

 <title>EU announcement on climate finance</title>

&lt;p&gt;Commenting on the conclusion of the Council of European Heads of State today, the UK based coalition Stop Climate Chaos (SCC), which organised The Wave - the world’s largest ever demonstration for action on climate change in London last Saturday, said:&lt;/p&gt;
&lt;blockquote cite=&quot;&quot;&gt;&lt;p&gt;This sounds like a step forward by the EU - provided that the EU is not robbing desperately needed aid budgets to meet its moral obligations to help poor countries tackle climate change. However, although such short term financial sticking plasters are important, the EU is still failing to get on track to provide its full share of the $150 billion per year that will be needed by 2020 - at the very latest, to fully support developing countries.&lt;/p&gt;
&lt;p&gt;Unless the money is put in place to help the most vulnerable, millions of people - entire communities - are at risk from threats to food production, agriculture and water supplies. Poor countries cannot cope with this on their own. The longer we delay the worse the impacts will be and the higher the eventual cost.&lt;/p&gt;

 <description>&lt;p&gt;Stop Climate Chaos Scotland has sent a delegation to Copenhagen to promote the Scottish Climate Change Act as an example of ambitious climate change legislation that should be followed by other rich countries.&lt;/p&gt;
&lt;p&gt;Dr Sam Gardner, Co-chair of our Policy and Advocacy Group will represent us during the first week of the talks (7th - 12th Dec), followed by SCCS Board member, Dr Richard Dixon, during the second week (12th - 19th Dec).&lt;/p&gt;

The event, held at a public school in Copenhagen, offered an advance look at CCFC09 to the Danish and international media.&lt;/p&gt;
